First, you won’t be able to access or get the Melter Heart of Selig if you haven’t yet reached character level 85. This particular item is rare for getting it as a random drop at even Torment difficulty. Further, the best way we’d suggest you follow would be farming Nightmare Dungeons; this is by far the most efficient and effective in obtaining the best items in the game. 

You’ll undoubtedly be rewarded with extra XP if you’re completing Nightmare dungeons, but at the same time, you’ll also have a chance to obtain items at their Sacred or Ancestral levels. Lastly, there are completion rewards simultaneously, which ensure you get at least one legendary-type item that could also be of a unique rarity!
