Found in the Nightmare Dungeons, Resource Draining Effects in Diablo 4 are simply Affixes that will continuously drain the player’s primary resource over time. To make these dungeons more difficult, they will drain your resources, now be it, Mana, on the Sorcerer or Spirit resource for the Druid. So the characters more inclined towards heavy resource management will have quite a tough time getting through with these. 

Usually, enemies on their own don’t really have any of the Resource Draining Effects, which is why most game players will never encounter these effects unless it is some extremely rare ability from elites. However, many players might be wondering about the effects due to the addition of Caged Hearts in Season 1. 

Determination Caged Heart is one of the global Malignant Hearts in the game. This heart is based on the Resource Draining effects being negated by around 50%. Even though this might sound quite great, it is only useful in the Nightmare Dungeons. However, on the Determination heart, there are two different effects. 

Still, the bonuses are quite simple if you continue looking for this heart anyway. About 40-50% less effective are the Resource Draining effects. You also gain about an increased 3-8% in Resource Generation. For almost all the builds in Diablo 4, having that passive regeneration stat is pretty good, aside from the drain.
