You will get the S23 Artifact just after starting the first mission called “Final Wish”. As soon as you start Destiny 2 after downloading the Season 23 update, you will be directly sent to the Dreaming City for the first mission of the season, Final Wish, where your first job will be to “Enter the Dreaming City – Find your way into the Keep of Voices.” Follow the waypoint, and beat whatever comes your way.

After reaching the final area of the mission, you have to defeat a bunch of enemies, which mainly include Vex. Once you manage to obtain Riven’s Tooth and do whatever the game wants you to, you will be teleported to the H.E.L.M, where you will have a chat with Queen Mara Sov. After your meeting, she will give you the S23 Artifact, called Queensfoil Censer.
