Install the 2.9.5 Oodle Decompression Library

As Per Reddit user S5Aura, TLOU uses the 2.9.6 Decompression Library, bugged and causing these long Building Shaders processes because of memory leaks. So he suggested installing an older version, 2.9.5, Oodle Decompression Library, as it solved the issue for him, but these files are currently available in games like FIFA 23 and Warframe. Although FIFA 23 is not a free Game, you need to pay for either the game or a subscription pack, but Warframe is a free-to-play game that you can download off Steam and get the required files.

Once you get the file, paste the oo2core_9_win64.dll file into the main TLOU installed folder, and you are done. The user also added that he doesn’t guarantee it will work with everyone, which is his take on fixing the issue.

Check whether your graphics drivers are updated or not
