The Charizard is an evolved form of Charmeleon. Remember that you dont need any special items to make Charmander evolve into a Charmeleon. It will automatically develop on level 16, and then the Charmeleon, upon reaching level 36, will evolve into a Charizard. Collect as many EXP Points as you can and take them to battles so that they can evolve faster. If you get a Charmander, level it up, and it will soon evolve into a Charizard.

But to get a Charmander, you must breed Charizard with an opposite-gender Pokemon in the Dragon Egg Group to get the required egg.
