There are three ways to get a Loadout or a Primary Weapon, at least. They are the Shops, Loadout Drop Pubic Events, Strongholds, and black sites.
From Shops: Use your in-match cash in the shop and buy your Primary Weapons from your Loadout that you have created. These shops that are there are exactly similar to the Buy Stations.
From Loadout Drop Public Event: This second option allows you to get the loadout drops between your battle royale matches. The only catch is that this will not just be limited to or assigned to the individual squads, but however, this will be open for all the players to get hold of.
From Strongholds and Black Sites: As you progress through the beginning of the game, you will also earn Loadout when you clear the AI-infested Strongholds and the Black Sites. They contain Perks and Equipment along with a lot of high-tier loot too.
