The Blanc – Drop Location
The Blanc drops from Ipswitch Dunne on The Blastplains – Fort Kickwater at Gehenna. You obviously need to start the Bounty of Blood DLC in order to get access to the mentioned locations. Here is the exact location of Ipswitch Dunne :
Just Fast Travel to The Blastplains – Fort Kickwater. The walk to the location of Ipswitch Dunne is pretty short from there. Ipswitch does have armor on him so use a Corrosive weapon followed by an Incendiary weapon to take him down easily.
Now regarding the drop rate of The Blanc, the weapon drops quite often from Ipswitch. I managed to get 4 in 10 runs. So I am guessing that this weapon is not that hard to farm. I was farming at Mayhem 6 with TVHM off.

The Blanc is a pistol of the Legendary or Orange rarity in Borderlands 3. The weapon is a part of the third DLC called Bounty of Blood. And is one of the better Legendaries that this DLC has to offer.
Damaging enemies with The Blanc grants 35% weapon damage for a short time when switching between firing modes. Stacks 10 times.
