Miscreant drops from The Quartermaster on Bloodsun Canyon – Presentation Room at Gehenna. You need to first go and start the Bounty of Blood DLC in order to get access to the mentioned locations. Here is the exact location of The Quartermaster :

Just spawn at Bloodsun Canyon – Presentation Room and make your way to the end of the map. It is a long walk if you are doing this for the first time. And you will come across a lot of enemies while on your way to The Quartermaster. You can either choose to eliminate them or avoid them.

The Quartermaster is the boss of Bloodsun Canyon so make sure you are rocking a decent build and some good weapons. Try to melt him as soon as possible, if you give him time then he might turn out to be extremely annoying.

Now regarding the drop rate of Miscreant, I managed to get only one after doing almost 15 runs. Then second one dropped for me after 9 more runs. So I am guessing that the drop rate of this weapon is a fairly low. I was farming at Mayhem 10 difficulty at Normal Mode(TVHM off).

Miscreant is a Pistol of the Legendary or Orange rarity in Borderlands 3. The weapon is a part of the third DLC called Bounty of Blood. And is probably one of the better Legendary weapons that this DLC has to offer.

The weapon has two firing modes and in both the modes it shoots rockets instead of bullets. The fire rate of the Miscreant is extremely high and so is the damage. You can imagine how shooting rockets at 12.91/s fire rate is going to be like. But what makes this gun overpowered is its second firing mode or the double-barrel mode. The double-barrel mode increases the fire rate of the weapon even further and that too without imposing any sort of penalty. This explosions from rockets can damage you though.

You can reach some insane DPS with this weapon which will allow you to take down normal enemies as well as bosses easily, even at Mayhem 10 difficulty. Overall, this is a really great pistol and I believe every one should get one.
